The work flow is..
Scroll down through the page, ticking boxes of items to, for example, disable (or, un-feature, or feature, etc).
Get to bottom of page, scroll to top to choose the action.
NOW, scroll back to bottom to go to the next page.
(Maybe actions and page navigation at both top and bottom?)

I second this ...
This would be a great timesaver.
My comments from 9 months ago no longer apply, since we don't need to use the action dropdown box to change featured or active.
This does apply simply to find a product... this needs to be added The "« Previous 1 2 3 4 5 Next " needs to be at top and bottom everyone hates scrolling to bottom to just keep hitting next... When you get many products its hard to find something sometime - not just to make it featured etc...
Another thing would be nice is like any search filter you might use on a shopping site... in the product list lists say you are viewing a certain Category A, you see the breadcrumb ">> Category A" that usually has an X next to it to remove that filter... the more filters you add, the more it filters down, perhaps name contains, price is, sku contains, has photo.... all these would be great to quickly filter, and remember until you do a new search
Agree -- it would be very helpful to have the navigation at both the top and the bottom.
